VFS..... NO mag cut needed?

I'm setting up a couple rifles for score shooting. The one I'm outfitting with a 36X scope doesn't have a magazine cutout. It was built as a single shot BR Group setup but I'm converting it because I can't make it shoot fast.

I know that I need a "functional magazine" for certain HBR classes but,

DO I NEED A MAGAZINE CUT for either NBRSA or IBS competing in VFS using a 36X scope?

Nope. Not to my limited knowledge.
 
IBS rule update

At the January meeting of IBS this rule was clarified. All Hunter guns must have a cutout sufficient to hold the cartridge being shot. Rule book is being updated.
 
Here is the latest IBS rule up for review

Magazines are not required, but actions must be cut out for a magazine. The cutout must be large enough to pass a cartridge through, for which the rifle is chambered. Cartridge for this purpose shall mean the cartridge as ordinarily configured, including the seated bullet, when held parallel to the bore. A cartridge follower can be installed and may not be attached permanently to the action in any way, by any means. The rifle barrel and action cannot be constructed in one piece.
