I lap and then clean thoroughly, and do not use anything between scope and rings. I have mounted scopes on rifles up to .338 Lapua that did not move as long as the cap screws stayed tight. For those applications I used a little of the weakest thread locker on the cap screws. I have had exactly one scope move since I started lapping rings, and it was because the cap screws loosened.
