seeking some advise on a new rifle purchase.....

I shoot left handed due to a dominant eye situation, and from the bench, when given the choice between right bolt paired with right port, or left bolt with left port, much prefer right right. It is not even close. Who buys a CF varmint rifle to take off hand shots?
 
My local club has a center fire factory BR match (no custom nothing) no weight limit. This is for score 1 shot per ground hog target 100_200yds.

I'm considering a Remington .223 700 5r. Only because it seams to have one of the better barrels on an OEM varmint rifle.
Good choose ? Better options ? Is .308 win a better option ?

Don't assume that all Remington 700 5R rifles have barrels that good. My .223 groups around 1 inch with the heavier bullets for which a 1-9 twist is designed. It will shoot 52/55 gr. just under 3/4 but that's about it. It's nowhere near what a regular good 700 barrel is and it is a _good_ deal pricier.

Take a look at the Savage model 12LRP. Will meet your range rules. The one I have in 260 Rem shoots 5 shot groups inside .4 with a couple different loads.
