Gun tracts beautifully. Problem is when you drop to the sighter it goes about a 1/4"to the left. I checked the scope with a plumb Bob it's as close to perfect as possible. I can figure out why it's doing this
 
make sure your base is level, target is level and rail top is level and plumb with target. if all is right and still is off, the elevation / target to sighter is the problem.
 
If you go to the sigher by cranking the elevation knob and not using the sighter cam, does it still move off to the side? If so than it may be a place to start looking. I see you got levels on the back of the base, have you taken a known good level and make sure that the top is perfectly level?
 
A couple of issues could cause the shift, that I have observed. First, it could be as others have shared, the level of the base and top. If your scope sits high on the block, any angle variation will be amplified. Second, as the barrel heats up, the block heats up and your scope crosshair will also shift.
