I have read the article in the link..and my understanding...is that the engraving requirement is directed towards firearms importers....in reference to clearly marked identification of the mfg, serial number and caliber...I don't think this applies to rebarreling a rifle which is clearly identified and registered by the manufacturer before is is released for sale to the consumer...
