10 inches low at 25yds

Here's the details so far. Purchased a used 700 SPS in 204 Ruger at a gunshow.
Looked as new with Leupold rings and mounts, and a cheap Simmons scope.

Got it home and mounted an old 8X Leupold. Took it to the range, and at 25yds, it hit 3ft in front of box with paper plate target.

I've never had a factory gun that far off !

I installed Burris Signature rings, and a set of offset inserts, hoping to correct. I installed the inserts at maximum elevation.

At 25yds, It hits 10in low.

I have now removed the bases. The front base is marked 700, the rear has no markings.
Measured the front base thickness at .207, the rear base at .310.
Can anyone tell me if this is correct for Leupold bases ?

I think your base sizes are correct.
I measured a set of Leupold bases for my Rem 700 and got .207 thick for the front and .3158 for the rear base.

That's what I was afraid of in the first place !
I'm now guessing the action needs truing. Or something.

I'm only suggesting this because a friend installed a tapered rail back to front, but the mathetics say that if those bases were reversed (.3 front & .2 at the rear) then the strike could be 30 inches or more low at 25 yards.

Bases were installed with the dovetail front, and windage screws back.

A bent barrel, as 4mesh points out could be. I could'nt find any scuff marks. I'll take the stock off and try a straight edge.

Will Remington look at it beings I'm at least the second owner ?

Have you tried setting the rifle up on a good rest at 25 yards and looking down the bore at a target center dot after removing the bolt?
Then without moving the rifle, adjusting the scope cross hair to center?
Yeah, I know this is called bore sighting but I just wonder what the result would be?
10 inches low at 25 yards is really low.

I recently had put a Burris scope on a Remington 700 308 rifle.
Before that the scope was on a Remington 204. On the 204 it shot just fine.
After installing the rings and scope on the 308 I went to the range.
I could not get it on paper at 100 yards.
I went to the 25 yard pistol range and did what I described above.
The result? I ran out of elevation on the adjustment. Center was still 6 inches low at 25 yards with the elevation cranked all the way down.

I then knew something had happened to the scope, or so I thought.
I sent the scope to Burris and they had it for 3 weeks.
It was returned telling me there was no problem found and that the scope was now centered back, as it should be.

They suggested that I carefully look at my mounting system for problems.
That must be the reason and is something I have yet to do, but it is on my list.
Also, I am SURE that my barrel is not bent in any way.

Just checked the barrel for straightness. I used an old arrow roller, I made for checking arrow shafts.
Barrel is true. I checked it on a arrow shaft roller that I had made years ago.
Mounts and rings are correct.
Scope is fine. In fact I used the same roller to check scopes. The leupold rolls true. I have two simmons that are junk.
If there are no more ideas, I'm heading for a smith.

If the rifle is shooting low and all else is OK then the scope needs to mounted with more "Look Down" not higher in the front. We do it all the time when shooting long range.

HOWEVER 10 inches low at 25 yards is most likely beyond help.

A Gunshow gun at it's best:-(
