what's a ratchet barrell

I see this in ads sometimes & I dunno what it refers to.
Can someone clear it up for me in simple terms?

I believe it is used in conjunction with the term of rifling that is used in the barrel. Do a search on this site of 'ratchet rifling' and you'll learn as much as you want.
