Slow powder vs fast powder ????

Shooting my 22-250AI 8" twist 26" BBl With H4831 SC 43.0 grs I get an avg of 3,340 with possible pressure signs.( Some cases shinny ejector mark) Now with IMR 4007 and 39.0 grs I get a avg of 3,365. With no pressure signs. So my question is: What is happening in my chamber? How is the faster powder producing faster velocities? Accuracy between the two is about the same 1/2 MOA at 100 yds. Same thing occurs in my 6x284 between H4350 ( Being the best shooter) and basically any thing slower is inferior in performance.
 
My understanding is:

The general rule of thumb I was taught is that you want to use the faster powder that will give a near 100% load density safely. This usually gives the best accuracy. Sometimes you may get a higher velocity with a slower powder but usually not better accuracy. Go too slow and you may get incomplete combustion and therefore usually less velocity.
