S&L Problem
I have a couple of S&Ls, each with different bolts. I've had a problem in the past of a "sticky" firing pin. You might try this: take the bolt apart and clean and oil the spring. Make sure you clean out the inside of the bolt and the extractor - gunk tends to collect after a number of years, etc. Depending on how the mechanism is configured, the firing pin spring may (or may not) have a spacer between the spring and the rear of the bolt (I have it both ways). After cleaning, if you think the spring may be weak - replace it or try adding a small spacer to increase the spring tension. If the firing pin still isn't engaging the bullet, the firing pin may be bad or worn. I haven't seen any place that sells replacement pins, so I try to buy an extra bolt (when available), as the firing pins on all of the S&L 22lr are the same. Good luck...
