Sand bag set up

Hi, All
I just got front and rear San Angelo sand bags. They're leather with ears and can be filled with sand or lead shot. My questions are:

is sand or lead shot better?

how 'full' should they be filled?

In benchrest, lead shot can not be used as a filler for competition. I would get a hold of Dave D for his heavy sand. The bags need to be full but not hard.

Lead shot is unstable. There is a lot of discussion around what kind of sand. Silica, zircon, mixes with parrot gravel, etc.
