Rookie Question On Stock Dimension Rules

Any idea why the short-range rules state that the bottom of the butt has to be angled up? Why not flat a'la long range?

As I understand it, when the classes that have weight limits were created, there was a desire to make the rifles look as much like "real rifles" as possible, including the shape of the stock. I think that this was done to increase general interest in the sport, sort of like the rationale behind stock car racing.
