Question Re NBRSA Rule Book and Tuners

The Rule Book states on page 13 Section 7:

7. MUZZLE ATTACHMENTS. A muzzle attachment may
be attached to a rifle barrel when used as a tuning device. The
rifle, with the attachment in place, must still meet rifle weight
requirements. Once the command “Commence Firing” is
given by the Range Officer, there shall be NO adjusting of
muzzle attachments at the firing line unless the competitor
removes his/her rifle bolt and remains seated. If a competitor
stands or does not remove his/her rifle bolt prior to adjusting
his/her tuner, he/she will be disqualified.



That makes sense but should there not be some wording that says something to the effect of:

Between the commands "Commence Fire and Cease fire" given by the range officer, there shall be NO adjusting of the muzzle attachments at the firing line unless the etc. etc.

The only time that one needs to remain seated and remove the bolt to adjust the tuner is during the 7 minute relay.

Am I correct in this assumption?

After you are done your relay and are cleaning your rifle or etc, you can adjust your tuner if you wish at your loading bench or while cleaning it. The rifle is safe as we all know your bolt is out.

I looked at the revisions and did not see anything. The reason I ask is this was posed to me in a phone conversation I had a few hours ago.

On another note Page 34 section 10 in safety says:

There is No reference to what I mentioned above either in that section.

Calvin,

The reason that nothing is mentioned as you described is that the only time tuner adjustment/standing to do it/bolt out is significant is on the firing line during the match. What happens after you leave the line is your concern, as long as NO LIVE rounds are EVER chambered off the line.

Elsewhere in the rules there should be some other info concerning the firing line.
During a relay no one is allowed to move past the end of any bench for any reason. I guess they added that to make sure no one forgot. I didnt go find it to copy and paste but it should be easy enough to find.
 
David I understand what you are saying. The reason I had asked was because of the discussion we had. He wondered if that was meant for the entire range even in the cleaning/loading area. I gave my interpretation but thought it should just be made more clear in the rule book.

Just to clarify one more thing, after a cease fire is it okay to be IN FRONT of the firing line? I know that you cannot touch your windflags after the commence fire of the very first relay. You can only touch them after the yardage or class has been completed.

Once the first shot is fired in an aggregate, including any warm-up, NO competitor is allowed in front of the firing line. There will be common-sense occurrences that someone is allowed in front in order to pick up a cap that blew off or a rag that would become a hazard if it was allowed to stay on the ground, but in every one of those occurrences the RANGE OFFICER MUST be involved in the decision. Again I say, common sense. I realize that is a rare commodity these days, but I have found it still happens at most BR matches.
