New 1000 yd range in georgia need some info

We, AIM, Inc, (marksmanshipacademy.com) are building a new shooting facility in Blakely, GA. The 1000 yd range is going in first. One question we have is, can the Benches be sit back to 1004 yards without any complaint from the rules people.
