IBS 600 "target falls off "question.

At the recent Oak Ridge 600 match, during a hard rain, and in the record fire period, a target fell off. The frame had to be dropped to replace the target. What is the rule here for restarting? I've read the IBS 600 and 1000 rules and can't find where there is reference to this situation. There is a rule for stopping and restarting during the sighter period.
 
I would think a blown off target during record round would get an alibi. That happened to me at Harry Jones with less than a minute in the sighter period, I did not shoot record and when the rest of the shooters were done, I got to shoot my record target.
 
Rule book failure to address a common issue

The shooter should be given the option at that time it fell, to eithier get the target up and the shooter can finish the match with the time remaining. If the shooter request a reshoot because of condition changes, He should be given a 1 min sighter period( if the range has pitts) followed by 5 rounds in 10 min for score right after the cease fire was called and before the relay is released from the benches. There was no one at the match that is an official with the IBS that could have rendered a fair decision? This was clearly a range problem and not the shooter's equiptment. The option should have been given to the shooter.

BMF, you say "the shooter should be given the option....". Is there an official rule that states this?

How did they rule? I don't know. I do know the shooter, one of the top 5 in the IBS 600 game, ended up with an 8" group as he completed the record target after the delay caused by having to replace the already started target.

This was a really fun match that was interrupted by a "few" storms thus this happening.

What I am after here is if there is not an already written rule (that I haven't found) then the IBS 600 yard committee could offer a proposal. This shooter will definitely be in the hunt for SOTY and a point or two might be critical.
 
I may have just found the rule. I guess this would apply in this instance, from Page 30 Long Range (General);

Range Alibis: The Range Officer will stop time for the affected shooter if a target blows down or there is some delay in the pits. If there is a range equipment failure, the shooter has the option to have the problem repaired and finish shooting after one sighter shot (if desired), or to shoot over the end of the relay.

No shooter's alibi will be permitted with the exception of Section VII.F.1.j which has to do with 11 shots on paper.
