How do you get 34.5 grains of IMR 4198 into a Lapua case necked up and fire formed case and still seat the bullet?

I'm loading 33.7 grains of IMR 4198 into the above cases with a Bart's 112 gr bullet and having to really lean on the arbor press to get the bullet seated due to compressing the powder charge. The chamber reamer is a Robinette.

I use a long drop tube with the powder tricked slowly into the case.
 
I've not shot I 4198 in a 30BR, but never had any trouble getting 34.0-34.5 of H 4198 in a case. One of our regulars gets well over 35.0 of the same in his with a 118 gr bullet. That's a little stiff for me but he does it. Don't know what to tell you other than go slow and use a long drop tube. I use a Saturn powder funnel that seems to help swirl it in.

You don't need a stiff change to blow the case out to it's final configuration. 30 grns will do the job just fine.

After the case is fully formed, you should have no problem.

The 30BR chamber I use does have an extra .040 length, and my competition load is closer to a flat 35 grns, which I have no trouble getting in with the Bart's 112 just touching the lands.

The shorter Robinette chamber should be just right at around 34.5 for the final tune.
 
We assume you weighed your 33.7 gr. of IMR 4198 on an accurate scale after being thrown by an accurate powder measure? If so, you should have no problem dropping that amount into a filly formed 30BR case, especially using a long drop tube. I have shot 30BR for years at my standard weight of 34.4-34.5 grs. of H4198. It comes to just under half way up the neck and just kisses the bottom of BIB's 118 gr. bullet with no problem. The physics of your problem are hard to see as not working. My only rationale is a weight or powder measure problem. Good luck!
 
Is IMR4198 that much less dense than H4198? I can get 35 gr of H4198 with nothing special, no drop tube and a trickle just slow enough that grains don't bridge in the funnel. Very little, if any, compression during bullet seating.

I just tried 34 of IMR 4198 in a new 6br case necked up to 30 and I had .120 space left to seat my bullet. Same amount of space when I load 35 grains of H4198. I used a 10" drop tube and weighted the powder on a GD503 scale. A kernel of H4198 weights 0.010, a kernel of IMR 4198 weights 0.015.
