Hart Action

I'm going to go with a #4 heavy Varmint, with a remington bolt that someone welded a extension onto. as to It's value it is worth what someone is wanting to pay for it.
there are some out there who collect them as a part of bench rest history..I have a very early Hart action that has the remington bolt sako extractor that was reworked by Mike Toth and piller beded into a old style mcmillian BR stock. one of the most consistantly accurate rifles i have..No one can really tell me what action it really is. Hart told me it was a 1A heavy Varmint and it is NOT because i have seen a few 1A's and it's just not a 1A..and neither is the your's Keith. mine is ser #18x and may be a very early #1 plain action or even a early #2 but the coolest thing about it is at that ser # range is was not built for retail sale.. it's very likely it was built by Bob Hart himself for his own competition use. there has been a few who have tryed to buy it from me. but no one really wanted to pay the money for it when the chips were down. so i dont know if there is much market for the big old cruiser style action's anymore. But I really could make LV weight with mine, with a light stock and a 36x leupold.
 
mks--I believe the front sleeve is sweated on, they are two guard screws in the front sleeve and two in the receiver (1/4x28), the id of the sleeve is 1.400", the recoil lug is 1/4" thick. The receiver accepts Remington style triggers (Hart 2 oz, Jewell, etc)
 
It's a #4 unrestricted action, 1.725" diam, 15 1/4" long, 8 lbs by Otteson's book.

Yes it was probably designed for Unrestricted in short range benchrest, but in the 70s a lot of us used them for 1000 Yard benchrest which is known as Heavy Gun today as there was no Light Gun for 20 years later, we even withdrawed the bolt everytime to feed some of the long cases we used then (300 Wby, etc) regular magnums 300 Win and 308 Norma would feed; others lengthened the loading port which worked well; the rifles were shot off regular sandbag front rests with a sandbag in the rear and then a little later some of us used a rear rest with a sandbag (never delrin or nylon or such) even though some of us had rails on the stock.
