erratic 22-250

I have a friend who has a blue printed rem 700 22-250 with a new heavy border barrel, and a Mcmillen A5 stock.
The first 3-5 shots go into 1/4in then the rest go all around the place. Then he cleans it and the cycle starts over again.
I would be grateful for any ideas.
 
If the rifle had a factory barrel I'd say that the barrel was shot out or just a seriously bad fouler. Although it's a heavy barrel, does it keep spraying bullets if the barrel is simply allowed to cool or does it need to be cleaned before the accuracy returns?

The problem does seem to be in the barrel, since doing something with the barrel wouldn't have any effect on bedding or scope. If your friend can find someone with a borescope to take a look down the barrel that might provide the answer. Maybe the chambering reamer pilot chattered in the barrel which would cause roughness just ahead of the throat which would collect metal fouling badly.
 
I have a factory barrel that behaves in the same manner. In my case it is heat. After about 6 shots, I never know where it will go. Let it cool down for a while and it will shoot great for about 6 shots....

Have your friend shoot a group of five shots with a good two minutes between shots. After a group of five shots, wait about five minutes before the next timed group. If the groups are nice and tight, then heat was affecting the barrel.

I think you answered it yourself, he cleans it. Sounds like fouling. try and lap the barrel and see if that helps, if you don't feel like all that elbow work shoot a few fire lapping"bullet" loads though it. I have a gun that I finally gave up on till I started shooting moly coated bullets then it had a new life, with plain bullets 5-6 shots is all you get till the groups open, with moly 25-30 shots then I clean because I can't stand it no more.:)
 
My friends 22-250 did the same thing cleaning produced an improvement for a few shots then problems. We tried electro-cleaning and problem was cured for the next 50 + rounds, apperently copper fouling that was not cleaned out doing the usual procedure.
