Bought a Burris 8-32x Black Diamond scope and it has what they call a "Fast Focus Eyepiece", but when you turn the power ring the "Fast Focus Eyepiece" turns with it. Is this right?

I don't think so.
I had an 8-32 Burris a few years ago right after they came out, and found that the power and parallax adjustments were very stiff, and the diaphragm that was supposed to cut down light in very bright conditions nearly needed a pipe wrench to turn. It sounds like they haven't improved things much since the first ones.

My 8-32 Black Diamond is first generation with adjustable objective. The eyepiece and zoom ring are one piece and the whole thing rotates. Burris FFII's are also like that. And a couple pre-Elite B&L target scopes are the same way. Not a big deal, you get used to it.
The light diaphram was on 1st gen. Burris Signature scopes. They've never bothered me.

yes, I believe this is correct. I have an older "signature" with the iris that closes down. This doesn't not bother me and the adjustments in it are very repeatable. The Black Diamond is better than the Signature- and heavier. I think they are much overlooked.
