There’s an awful lot of variables there. Turbo clones, 10x, 2500X. A lot depends on who built it, round count, possibly who owned it ( likely to have or have not screwed it up) ideally scores shot with it, etc. 2500X requires little if anything, thus, far less likely having some plumber screwing it up.
Based on your question and the likelihood you’re a RF rookie..... stick with a known smith.

Very generally anything involving everything good......mid upper $2000 range, a gun with a decent round count and solid track record, 1/2 again higher is possible.

Let me hitchhike off what Tim said.

Since we don't know what you hope to accomplish with the rifle it is kinda hard to tell you the cost.

With that said since this is a benchrest site I'm going to assume you want to shoot RFBR competitively.

To build a competitive rifle here is what you can expect to pay.

Action: Stiller or Turbo about $1350.00.

Stock: $450.00 to $950.00 depending on what you buy and if you bed it and finish it yourself.

Barrel: $300.00 to $350.00 depending on what you chose.

Tuner: $150.00.

Trigger: $175.00 for a Jewell, or $400.00 for a Bix and Andy or FF.

Now you need someone to put this all together unless you are going to do it yourself. That can run from $350.00 on up.

That is your all in cost and you do not have a guarantee this thing is going to shoot.

Much better idea is to buy something already built and shoot it before you buy.

If you are interested in winning, proven rifles can go for much more than their build cost.

Used rifles go for whatever someone will pay. As Tim said $2-3K on the average.
