I don't know just how much work he has actually done on them, but Bill Myers was playing around with them when they were first introduced so he'd be my choice.

2 years ago I had an extra 40x laying around, that was bushed. had it set up for mkll, I don't think there is any really good ammo out there. opened up an extra 40x bolt and now have 17hrm that shoots reasonably well

I think James Messer has built a few on the CMP 40x action that will shoot.
