If you are 'strowbridge' on Rimfire Accuracy and talking about ARA, your question has already been answered. If another sanctioning body, then go to their website and read their rules. For as long as I have been shooting sanctioned you would not believe how many questions I have seen just like or similar to yours that are answered by people who don't know what they don't know and were answered wrong! When dealing with sanctioning body rules, the sanctioning body is who you refer to, not a forum.

Question if barrel touches wood stock on a CZ 457, are you allowed to remove material for free float of barrel? If it will not eject fired case can you fix problem, how, and still be legal for ARA? I’ll guess there are other problems that might also need fixing that I don’t know about that come up. Send rifle back to CZ for repair, because money and time I don‘t have.
I did not intend to up set you. I already shoot club level unlimited at 100yds and am asking questions because I’m interested in trying factory ARA.

If you have trouble with ejection of spent cases, then as long as you don't modify the bolt/action to correct that issue, you should be fine. I would recommend you visit RimfireCentral and see what the posts say about having an extraction problem on a CZ, and how to correct that.

Thank You. Have read all items from stuck cases. Only one fix would be legal in ARA, order new Extractor from CZ. DID NOT SEE ANYTHING ABOUT FIXING EXCESS HEAD SPACE EXCEPT ADD SHIM. WOULD THAT BE LEGAL? By what I read that would not be legal, unless sent to CZ for adjusting head space. Does not seem right that repairs to new CZ would not be fixable at home. Would intent of rules be challenged by these fixes? I don’t believe they would, but I am not the one making them. What do you all think about these repairs back to Mfg. specs., should they be allowed?

I would think that if you sent it back, and they corrected the issue, then it would be legal when you got the rifle back. We know the rules don't allow modifications to the stock rifle, in general, with some specific allowances like cutting off the threaded nipple and putting on a normal match crown in it's place.
 
Repairing a factory stock rifle that does not function properly is totally different than modifying a rifle for better performance in competition. I referred you to the sanctioning body already. You said you have emailed them and they didn't answer you back. I would try the sanctioning body again. Pick up the phone and call if you have to. The split the hair questions you have if not answered by reading the rules, need to be answered by the sanctioning body. Don't know what you don't understand about that, but that's the way it is.

I am a former match director for ARA and never had any issues getting questions answered from ARA. I also didn't run Factory class because of the PITA rules and policing needed to run them. So far on at least two different forums and saying you have read the rules, you still have no concrete answers to your questions. TALK TO THE SANCTIONING BODY!! They used to have a specific person that handles Factory questions.

Under # 8.4 1.4.4 modifications for inletting are allowed, wouldn’t that include reliving the forearm for barrel clearances?
No. This section speaks to glass and pillar bedding only. For a stock rifle, why would you need more clearance for the barrel?
